Be still my heart, it’s time for France’s 2023 stamps! The program starts with my favourite engraver, Elsa Catelin. I just know if I ever met her, I’d turn into a dribbling fool and forget to ask every question I have about the art of stamp engraving. If you are a fan of engraving, then France is the country to explore because La Poste has a large number of the best engravers in the world at their disposal and they aren’t afraid to use them. There are a number of engravers I like, but Catelin is, by far my favourite.
The first stamp to be issued for 2023 is the distinctive Marianne, using Yseult YZ Digan’s 2018 re-design, with Catelin’s engraving work (Elsa Catelin in signings at the Carré d’Encre for the short story Marianne – Art of the Engraved Stamp (artdutimbregrave.com).
The newspaper La Monde briefly detailed the work that went into getting the design work right.
Elsa Catelin recounts, step by step, the rest of her interventions. “Yseult did not want a drawing too perfect, she wanted the bump on the nose, all the touches that contribute to the effect of sculptural material, stone”… “I engraved the hallmark the second half of January 2018″… “For reasons of confidentiality and expertise, I took care of all the intaglio prepress part. This same image was the face of a limited-edition poster issued for the 75 years of the Salon Philatélique d’Automne in 2021
It’s magnificent and I’m pea green with envy of anyone that managed to snag one of these posters at the 2021 Paris Autumn stamp show.

The 2023 program will be broken into two sections, January to June and July to December, partially because of the volume of stamps that will be released, but primarily because there is so much information to share, the site begins to bog down a bit. I’ll try to remember to include when artists and engravers will be signing covers. Don’t forget to leave a comment if you get to any of the signings. I’d love to hear about it.

This stamp was unveiled at the 2022 Autumn Stamp Show in Paris ( 75e Salon Philatélique d’Automne) on November 3, 2022. In attendence was street artist Christian Guemy, also known by his pseudonym C215 and H.E. Mr. Tebogo SEOKOLO, Ambassador of South Africa to France.
C215 has been creating street art for about 20 years. He paints, draws, and makes stencils, and he truly enjoys painting in the streets. The stencils make it possible to paint beautiful street artportraits in unauthorized locations. They are often enhanced through the use of graffiti markers. C215 also began using spray painting techniques in 2005. He believes that graffiti is focusing on a name by marking a territory and street art is placing art in the perfect location. This is part of a new “artistic series illustrated by a photo of Dominique ISSERMANN”. It has one of La Poste’s extraordinary philatelic info sheets. I have a couple of these (for some French airplane stamps) and they are excellent companions to the stamps. They are worth picking up.
Ms Issermann wrote an intro to this stamp and her view on them is music to any collector’s ears. Normally I select sections or quotes, but it seems criminal to do anything but present her entire thoughts.
Like a small window that opens in the front of the envelope – always window 1er floor on the right – on a face, a landscape, a travel memory, a cathedral, the Taj Mahal… The stamp is placed, sticks inexorably before the departure of the mail.
I have always loved to hear the stamp which, like the three strokes in the theatre, gives the signal for departure, prints the date and country of origin, authorizes the journey of the letter, the card, the parcel, which undertake the journey passing from hand to hand to their recipients.
The envelope that is licked indifferently for the friend or the inspector, seals the secrecy of the letters. The firmly glued stamp gives us clues about the feelings of the sender, irresistible cat, fiery horse, medal profile, beating heart… The time of departure has arrived, my stamp can go around the world, for a modest sum.
Tithing is paid. Planes, boats, cars, bicycles take turns and the hand is about to ring, to open the door. The postman’s hand ends the stamp’s journey, mission accomplished.
Laetitia Casta’s hand touches the stone, looks for a crack in the wall, as if to send a message, to ask questions, to wait for answers, to entrust secrets wrapped in a little stamped paper with an image, top right, at the window.

Pif the dog was born on March 28, 1948 (in reality he appeared on March 26 in the daily newspaper that announced his first Strip on the 28th) under the pencil of the Spanish José Cabrero Arnal, to the rhythm of a daily Strip published in the newspaper L’Humanité, created by Jean Jaurès.
Pif will eventually give his name to Vaillant magazine, a veritable melting pot of French-language comics. France led the way in testing balloon flight and subsequently flinging themselves out of them. On October 22, 1797, Jacques Garnerin made the first successful parachute descent from a balloon.
“I was on the point of cutting the cord that suspended me between heaven and Earth and measured with my eye the vast space that separated me from the rest of the human race.” Jacques Garnerinwriting about his descent.
SP Aviation’s website has a top notch write up of both Garnerin and the problems he faced with his early descents. These included the parachute spinning wildly because of air spillage, causing severe motion sickness. André-Jacques Garnerin (1769-1823) (sps-aviation.com) Worth the visit.
Equally celebrated was Jeanne Labrosse, the first woman to use a parachute and early solo balloonist. She was at the Paris park when Garnerin made his parachute drop in 1797, and within the year became his student. She and Garnerin went on to marry and became a celebrated pair for their work. Labrosse made her first solo balloon flight in 1798, and a year later was the first woman to successfully parachute from a balloon on October 12, 1799.

Painted at the age of sixteen, The Sparrow is one of the first paintings by Eva Gonzalès who will paint, for seventeen years, the intimate life of women through interior scenes: a mother and her child, portraits of her sister Jeanne, tea, an evening at the opera. Here, a sparrow looks with his round and black eyes at a young girl with brown hair braided with green and yellow ears of wheat, in profile like the bird, but whose gaze does not meet that of the bird for a moment perched on the tips of her outstretched fingers. EUROPA 2023 – the Most Important Human Value

A common design will be used by all participating EUROPA countries. The stamp was designed by Luxembourg based designers Linda Bos and Runa Egilsdottir. Their design will be used by all participating countries to stress solidarity with Ukraine. The theme explores how delicate peace is and how it should be the highest value humanity should be working towards. This theme replaces the one originally planned for 2023, Underwater Fauna & Flora, which will be the 2024 theme.

Cultural differences perchance a barrier for a state of Peace. If only mankind could respect each other’s differences by understanding their significance and responding to them with consideration, the world would be a better place.
According to the special jury’s opinion, the winning design motif reflects the idea of the 2023 EUROPA competition in the most appropriate way. It’s a successful attempt to create a new sign representing peace on the basis of European centuries-old visual motif of a knot, symbol of infinite unity, friendship and love. This universal sign is also a perfect philatelic representation in relation with the celebrations of the 30th anniversary of PostEurop in 2023.

80th Anniversary of the Chant des Partisans

Chant des Partisans was the WW2 anthem of the French Resistance.
The music for Song of the Partisans was composed in 1941 in London by the Russian exile Anna Marly, from a tune popularized in Russia during the Civil War. Based on a simple and repetitive walking rhythm, the musical theme she plays on the guitar is easy to memorize. In May 1943, it was chosen as the callsign for the programme Honneur et Patrie produced by the France Libre and broadcast on the BBC. Emmanuel d’Astier de la Vigerie then asked the famous writer Joseph Kessel and his nephew Maurice Druon to write lyrics, which was done on May 30, 1943. Centenary of Polish Immigration

La Poste has an excellent, brief, explanation of the Polish diasporas experience:
At the end of the XVIIIe century, Poland loses its independence and will not regain it until 1919. Meanwhile, the Polish territory is experiencing several waves of diasporas – or Polonias as the Poles say. The first French Polonia was political: it began in the early 1830s, after the failure of the insurrection of 1830-1831, and continued until 1870 according to the successive uprisings against the Russian occupier and the repression that followed. During these forty years, about 30,000 Poles settled in France. Coming from the affluent strata of society, they laid the foundations for a lasting cultural presence, reinforced at the end of the nineteenth century.e century by the arrival of artists, intellectuals and scientists: Maria Skłodowska, who will pass to posterity under the name of Marie Curie, takes up residence in Paris in 1891.
At the beginning of the XXe Century comes the time of economic migration. With prosperity, the France needed manpower, especially in the mining sector: in 1909, a first wave of Polish miners came to work in the mines of Nord and Pas-de-Calais. On the eve of the First World War, however, only 10,000 minors of Polish origin were present on French territory. It was in the interwar period that the Polish presence in France became truly massive. Paradoxically, while 1923 saw the definitive return of peace to Poland, it was the year in which the largest number of Poles settled in France: more than 154,000 of the 500,000 who crossed the French borders in the 1920s. Although this immigration dried up with the crisis of the 1930s, ties remained strong between the two countries: hundreds of thousands of Poles took root in France, where they helped spread Polish culture.
