Ninoy Aquino Day is observed August 21

Today, August 21, the Philippines observes Ninoy Aquino Day

“I suppose there’s a physical danger because you know assassination’s part of public service.” 

On August 21, 1983 Senator Benigno “Ninoy” Aquino, Jr. was assassinated on his return to the Philippines. He was murdered on the pavement at Manila International Airport shortly after stepping off the plane.

In 1999 a Tuberculosis Charity was released showing the last images of Ninoy disembarking, minutes before he was killed.

“My feeling is we all have to die sometime and if it’s my fate to die by an assassin’s bullet, so be it.”

Upon his arrival, soldiers escorted Aquino off the plane. Just moments later, witnesses stated that shots rang out. When the gunfire ended, they saw the senator lying in a pool of blood on the runway.

 According to the Marcos government, the attack was staged by a lone gunman, Rolando Galman. Galman was also shot after Aquino was killed.

Many Filipinos, and even people outside the country, were not convinced with this narrative. Eventually, an investigation held several soldiers responsible for the assassination. They were sentenced to life in prison but were later released over the years.

[ REPUBLIC ACT NO. 9256, February 25, 2004 ]

AN ACT DECLARING AUGUST 21 OF EVERY YEAR, AS NINOY AQUINO DAY, A SPECIAL NONWORKING HOLIDAY, AND FOR OTHER PURPOSES

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

SECTION 1. Ninoy Aquino Day. — In order to commemorate the death anniversary of former Senator Benigno “Ninoy” S. Aquino, Jr., August twenty-one of every year is hereby declared as the Ninoy Aquino day which shall be a national nonworking holiday.

SEC. 2. Edsa Commission. — The EDSA Commission created pursuant to Executive Order No. 82 (s. 1999) shall plan and implement appropriate ceremonies for the observance of the Ninoy Aquino Day.

SEC. 3. Funding. — The operations of the EDSA Commission shall be funded from the Budget of the Office of the President and from private donations. Funds accruing to and expenses made by the EDSA Commission shall be subject to the usual accounting rules and procedures.

SEC. 4. Repealing Clause. — All laws, presidential decrees, orders, issuances, rules and regulations and any part thereof inconsistent, which are inconsistent with provisions of this Act are hereby amended or modified accordingly.

SEC. 5. Separability Clause. — If any provision of this Act is held unconstitutional or invalid, all other provisions not affected thereby shall remain valid.

SEC. 6. Effectivity. — This Act shall take effect fifteen (15) days after its publication in at least two (2) newspapers of general circulation.
